I wonder if there is anything on telly about the early Arpanet/Darpanet. I wonder if there were prophets back then regarding the possibility of an internet or even a public-use one, outside of that handful of universities and the military.

I don't know about TV but the complete history of how the Internet came to be is in the book, "Where Wizards Stay Up Late", obviously there were some "prophets" among their number or we would not be where we are today.
Maybe it can all be traced back to commercialisation of the Internet?
