How does the server time zone work in SMF?

My web browser is set to GMT / UTC all the time. I have just noticed that the times shown on PMs in My Message are in BST I think.

I started wondering what web servers do. Can a web server find out what the time zone of a user is? Is that even possible?

I have the forum set as GMT & London Local time zone by default as part of admin config so anything on the forum by default will be GMT and BST if appropriate. 

Anyone from elsewhere can change their settings under profile preferences.
