BT SIN 498 change - upstream retransmission mandatory

It's months ago now, but I didn't notice at the time, and I don't remember it being otherwise announced or even mentioned.

BT SIN 498 v7.5 now makes it mandatory for modems to support upstream retransmission.

Well spotted. The one world change, substituting "shall" for what was previously "should", makes all the difference.
