Vodafone install their own cabinets?

I was looking at roadworks.org site today and noticed there is a phone symbol in the town next to me and the description is;
"Carrying out install of new telecoms pole root and install of new telecoms cabinets in the footway...."
I didnt know vodafone installed cabinets? Is this a new thing or have they always done it?

They certainly don't have their own VDSL2 cabinets in the U.K to my knowledge.
They have thousands, maybe tens of thousands, of cabinets for mobile phone masts.
They tend to be considerably bigger than OpenReach's FTTC cabinets.
