I think quoting any speed is pretty useless to be honest. All packages should make throttling of various parts of your download data. As i'm a bit of a gamer, ping and latency are all I am really interested in.
From an EU point, I recently took the 40Mb cap off my line.... not for the extra speed (which was nice ::)) but I noticed that the buffering I was experiencing on my Roku stick stopped!
This was due to going from (Streaming media) 150k limit (on 40Mb) to open! Now I can stream 4k tv with no problems.
So selling with different packages aimed at those who want better gaming performance, or better Media streaming etc would be better. Then they can upgrade to higher value Tiers as and when they require it.
