That's extremely wishful thinking.
I've never known them to decommission an ECI cabinet after installing a Huawei.
The new larger cabinet is most likely to add capacity. Removing the ECI would have the opposite effect.

OpenReach get the same revenue from customers for either cabinet vendor.
Even if G.INP was never fixed on ECI cabinets they wouldn't be swapped.

At least you have 3 options.
You could order a 2nd line once the new cab goes live, then cancel the 1st line.
You could take up G.Fast if you're close enough.
You could wait it out and hope they fix G.INP on the ECI's.

Take it as gospel...  :)
