I'm not sure if that is the right way to go about it. But I do think that one way to get a better system is to put some heat on the ISP's.

Over here the ISP's are the customers of the network, so if they feel the heat from their customers then they might be more inclined to take a more active roll with investing in better technologies.

It seems from the article that they were simply lying gits, and I have also seen that kind of thing going on over here, def. mentioning no names. But when service providers oversell services knowing that users are not going to get the performance that they have been promised because of contention or even shared media access then I do think they should have the book thrown at them. It doesn't cost anything to be honest with the numbers or to say that things are uncertain or can't be guaranteed. End of mini-rant. ooh i do feel better now.
