To get "quick reply" to work needs a change in the profile, modify "look and layout". Change "Use quick reply on topic display:" to "show, on by default".

Edit: If you set it to "show, off by default", then the "quick reply section is shown at the bottom of the page, but in a minimised blue bar with a "+" symbol. You need to hit the "+" to display the full form.

I may have inadvertently confused the issue by mentioning Quick Reply. What I meant was that IF you use Quick Reply then you have to click Preview before proceeding. If you don't use Quick Reply then that stage is unnecessary.

I'm glad we've now reached a point of common understanding!

I, for one, had forgotten about quite a number of the forum features that I had first experimented with some years ago.  :)

As mentioned by others and afaik it is already implemented.  There's nothing in the admin side to control it.   I dont think its related to quick reply as I have that turned off,  but clicking  toggle view seems to activate it.

Then in future when you select text for a url the popup box appears.   Does similar for inserting images etc.
I must admit though I dont use it and tend to manually type all the tags from habit of the days when there weren't any buttons.

Its a bit of a PITA though when you find yourself on some other (litium) forums and things like [quote] and [b] dont work  :D

I'm finding that I am getting used to that aspect of Lithium - the fact that a lot of the Word key combinations (CTRL+B etc) work is making it not too bad.
