This to me highlights that if we followed the alternative idea of splitting of BT retail but keeping BT wholesale and BT openreach together, they they "need" to be merged, because aaisp are having issues getting BT wholesale to send faults to BT openreach, as they cannot talk to openreach directly been reliant on BT wholesale.  BT wholesale stalling them trying to force to pay for SFI visits which are designed to pass lines.

[rant]The government needs to act on this as BT have simply got ISPs by the balls, stalling while demanding SFI payments. BTW ought to be under strict contract terms to deliver a working service and fix their own faults ASAP, with fines applied for unnecessary prolonged downtime. As a monopolist, BT needs to be brought under control.

It's time for these assets to be bought up by government and delivered to a council of ISPs who are the stakeholders. The current situation is a disgrace. [/rant]
