I had a random phone call on my phone (only family know my number

I did not answer it but a bit later when I tried to delete it off my phone it started ringing and I could not stop it and it charged me by the time I turned my phone off
.
I should have put it on 'Airplane mode'.
What should I do if I get another random number call .?
Why did it ring by it self. ?
