Surely that is a consequence of the 20th century infrastructure at your serving exchange only being capable of G.992.1 (G.Dmt).

Yes indeed, but my point was that both routers synched at 448 upstream but the Thompson did so with only a 6dB margin, whereas the Billion had 17dB.  Both with the same downstream speed and NM. It actually suggests that even uncapped the Thompson couldn't go any faster upstream.

I strongly suspect that the 6dB upstream SNRM figure from the 582n was nothing more than an incorrect stat, not a true representation of the actual SNRM.

Quite possible.  Speaking of mis-reported states, how about this from the BT synch test ..

    Up Sync=448kb/s LoopLoss=31.5dB SNR=19dB HIGH ErrSec=0 HECErr=0 Cells=20012
    Down Sync=3296kb/s LoopLoss=57dB SNR=327.6dB HIGH ErrSec=150 HECErr=0 Cells=42486
