Not had chance to read the whole document but the key thing is that OR will be a controlled subsidiary within the BT group. So ultimately BT group will be able to call the shots - within the context of OFCOM regulation of course.

I think its probably the best outcome that can happen.

Full seperation would take too long. Also maybe this could be a good step in the right direction. We can see how things go.

Only time will tell if this will be enough, I would hope ofcom have told BT if investment is still hindered then it will be looked at again.
