changing provider should always perform a reset
I recently moved from BTR to AAISP and my line didn't drop sync, only the routing changed requiring the PPP credentials to be updated.

both bt and Plusnet use the speed profile.

It will but not the open profile type which is like having a openreach engineer visit to reset the DLM  if the DLM profiles are the same as your next provider it will not go into an open profile were capping is reset and go straight to fastpath and the line syncs at it's highest point for 48 hours and then the DLM takes control of your line.
