Neighbours' problem

Neighbour called round to borrow my corded phone, as their line had gone dead.
They now have a SSFB installed, but I don't think FTTC.
Not a peep from my corded even using the test socket, but my corded is some years old now.
I did get a kind of response from their handset (1/3); when I dialled 17070 there were some tones, but no automated voice.
Phoning out from my line to them was a fail.

The 17070 situation seems odd to have any tones at all. Ideas, advice, suggestions?

Your neighbour will need to report a telephony fault to the entity who provides their service. (The entity to whom they pay the line rental.) They should mention that the test socket has been used, with more that one telephone. They will need the services of an Openreach network (PSTN/POTS) engineer.

When making the report, it would be best for them not to mention anything about a broadband Internet service also being carried on the line.

 I told them most of that, but hope they took it in. The 17070 situation got me though!
I feel it may all be down to some major work done to install an exterior stair lift from road to door for an infirm family member, the drive being steep.
