Batteries being replaced 3 times a day, by the sound of it.
Sounds like the batteries are possibly averaging about what 5/6 hours... with the longer outage overnight for obvious reasons?
I cant recall now where I read the up to 4 hours, but Ive heard it/seen it more than once over the past few years.
Ive just tried searching, but everything seems to pull up FTTH battery backup and the recommended reduction from 4 hours to 1 hour.
Prior to that it would appear OFCOM recommends that power backup should be supplied for a minimum of 4 hours.

“All of our cabinets are highly secure and fully alarmed so that if there were any attempted unauthorised entry – we would know immediately,” said BT. “If the battery pack were to be removed the power supply to the cabinet would not be affected.”
The battery in the fibre cabinet acts as a backup power supply in case of mains electrical failure and is thought to provide up to four hours of backup power.
