Trying to grab that extra Upload SNR Margin

As I have mentioned before in this forum, maximizing Upload speed is important to me for offsite backups.

Twice this week, the Upload SNR Margin has jumped from ~6 to nearer 10 and so I have tried to 'lock-in' the change by downing the modem for 30 minutes.

The first time, the upload went up to 19000Kbps and the margin went back to 6 - an improvement but I was hoping for the maximum given the max attainable rate.
The second time, just now, the upload is still at exactly 19000Kbps but the margin is also still at 9.7.

The Max Upstream rate is 24516 Kbps so the potential is there to get 19999 Kbps as other MyDSLStatters have).
SpeedTest is showing 16.45 upload still and my LiveDrive backup isn't hitting 2MB/s as I used get.

So why would exactly 19000 Kbps seem to be the top end?
Also does a provider's BRAS profile apply to upload as well as download?
