I created a similar thread on the official PN forums but I hope I can get an answer on finding a fix since PN support has no idea what is going on.

Paying for items on Ebay Times out.
Sending messages times out also.
Signing in is very slow.
However browsing listings are fine.

I have tried wired and wireless.
Different browsers
Different devices
Flushed DNS
Tried GhostVPN
Every other webite works
Reset Router and Modem (Huwaei and AC68U)
NVRAM reset on router
Ebay and Paypal both confirm that there is no problems on their end

I can access the main site ok, but Im having difficulty accessing my messages.   It does eventually come up, but it takes several minutes before it does.

Just noticed theres a few people having difficulties today, some are on BT.

Also noticed that ebay supposedly say this

ANYTHING on a BT Internet Fibre Optic Infrastructure in England only is affected. The issues are slow connection on certain websites, BT Hubs not working, and telephone line failures. It started Friday morning at about 7am.

There are two Fibre Optic mass market implementations in the UK:
Virgin Media Hybrid Fibre Coaxial
BT Infinity fibre broadband

The companies who use BT’s Fibre Optic Infrastructure:
BT Internet
Sky
Virgin Media (Even though they have their own, Something like 12.6 million UK homes that have Virgin Media use BT Internet lines)
PlusNet (BT owns this)
TalkTalk"

However, someone who is definitely not on Fibre also reporting same issue.

TBH that above statement doesnt ring true to me.   BT hubs not working and telephone line failures is a red herring and nothing to do with this.
I'd say it was most likely a peering or routing issue.

Looks like things start to fall to pieces at US.NET.DTAG.DE [62.154.5.138] and after that, which is transatlantic routing.

Thanks mate, It's been causing me no end of grief since last Thursday. I cannot pay for items, seller then blocks me as a time waster or scammer, I then cannot use my voucher as it has expired thanks to not being able to make payment, takes me ages sending him an email that eventually gets through explaining that it is an infrastructure issue possibly with my ISP etc

I hope it gets fixed soon but they need to acknowledge that there is a fault first.

Same here since Friday, messages times out every time. Periodically the whole site is very slow to load. Plusnet.

Can't say I've noticed a problem with EBay and I'm a Plus Net user, but first thought that comes to mind and applies to people with smart phones with data allowance is that it could be used as a backup if broadband is down. I regularly use both the Ebay and Paypal apps on my phone.

I think its fairly obvious by now its not just BT/Plusnet.   Listings arent affected because they are served via akami and it only appears to be affecting secure transactions and messages.

Did anyone else notice the weird looping in my tracetcp

A tcp trace is sometimes more useful for diagnosing routing issues.   
A normal tracert uses ICMP which some routers and servers are configured to ignore

I should think that the fact that traffic gets as far as Duetsche Telekom, means its some sort of transit issue and not ISP specific.
