Have you tried different cables? I've seen a post today where weird issues turned out to be a duff Ethernet cable.

Ok a update ,, look like it was my netgear wnr1000v3 was the cause
which i believed to be ok , new router from PN looks to have cured the packet loss .

Hmm . . . That sort of ties in with
jelv
's observation of the 41% packet loss between your system and the modem/router. Perhaps we should have picked up on that a few days ago.

I've had similar problems with two Netgear routers in the past. The ethernet ports would just gradually die. Took me ages to work out what the problem was.
