I'm guessing they're getting ready for fibre, or may be the tin cans are rusting and the string fraying.
Tin cans rusting is an EU problem, not BT BT are just replacing the string with cheaper string

I just use the mouse scroll wheel or the scroll bar at the side. Nothing is cut off.
