Presumably that's primarily a Planning issue, for which the District Council will take primary responsibility.
Parish councils are normally consulted on some issues so they should already know who to talk to at the District level.

As HP states, these Cabs aren't just erected as and where OR want. All have to go through planning with the local Council, and places of scientific interest, outstanding natural beauty, etc etc ..... are always taken into consideration. It's part of OR planners job-packs to establish this.

Not sure who you could try other than OR's 'line plant re-arrangement team'. Not sure how to get to them though, at this moment in time.

Yes, we've got a fibre cab serving our village centre in a rather odd place about 50 metres from the old cabinets it is presumably linked to, up a hill from the centre in the opposite direction to the local exchange.
The (presumed) reason is fairly obvious though, the old cabinets are sort of half-embedded in a hedge in the conservation area, the FTTC one is over the river and up the hill far enough to be outside it.

We have an odd one too. The PCP is half way up a large grass verge beside a road, plenty of space all around, power available from a nearby streetlamp, and yet the fttc cab was installed on the other side of the road taking up half the width of the pavement.

South Derbyshire gave a blanket open permission to locate the cabs and now that's back fired on them.

I can tell you what will happen as something similar happened in Leics - self-serving councillor (climbing the greasy pole) wasn't too happy having a cab installed outside his house in a conservation area (happy enough to claim credit for the VDSL service though).

The parish council will have to pay if they want it moved - and if Derbyshire parish councils are similar to Leics then that'll eat up so much of their budget that it won't happen. The district council won't eat the costs (they can't afford to) & will basically pass it to county who will say "you saw the plans/road restrictions at the time, you live there, bit late to object now".

tl;dr it won't be moved.

Just to point out and clarify that its only becasue its a conservation area that there is a planning issue.

In all other areas BTOR just issue a statutory notice to the council telling them where they are going under their statutory powers.
One such letter to my local council at one point say "There is no right of refusal or fee involved.  This notification formally informs the local planning authority in writing, 1 calendar month in advance of our intention to install the equipment".
