My ISP IDNet do not throttle your connection they charge you £1 for every GB you go over your limit,on my package its 30GB.

They are not the cheapest but speeds are great all of the time ,pings are always low and its a 1 month contract plus customer support is on a free phone number, not that you will need it.  ;)

What sort of download amounts are you looking at using per month?

I'd try and make sure your line attenuation problem is resolved first.

If we identify that it is due to something NOT under your control, and you still have no joy... then it would be worth moving to an ISP who would be better at getting the problem sorted out for you, e.g. IDNet, Zen, Plusnet, etc.. there are a good few others too with good english-based customer support who understand a bit more than "is the blue wire plugged into the USB port" :P

IPStream-v-DataStream debate

Given the ISPs who use "datascream"...  well... I'll leave it up to you to decide which you think most people would say was the best :P

Yeah - Datastream has more flexibility, but unfortunately a lot of ISPs use that flexibility to cut costs, by under-provisioning the exchanges with bandwidth.

Of more concern perhaps is that LLU is basically a very similar idea - how much longer can it sustain the current "practically unlimited bandwidth" haven?

The best for Support is Zen. (I know i am bias :P)

The best price... well sacrifice support and you have the best price

The best speed... down to your line and the modem/router you use

No Caps... follow the advice of the site owner kitz.

There are plenty of ISP's who's support is abysmal.  :wall: One in particular which stands out, It would be unprofessional of me to name them. Let's just say they have a country in their name. I have the patience of a saint and though as an openreach engineer I'm not supposed to talk directly to the isp I have done on a couple of occasions and that one will get me talking through gritted teeth withing 15 min's

Thinking back I can honestly say I've never heard a single bad word about Zen. In fact quite some time ago I had a bizzare fault which I ended up speaking to the ISP as the end user was on the phone to them while I was there. I was flabbergasted in how concise and helpfull they were. I'm not 100% sure but I think that may have been Zen.

Hopefully you should never be in a situation where you need any technical help, But if you do then having an ISP who uses a call centre based on a script rather than some one who knows very well what they are talking about would be a god send.
