At the time you posted this (21:43 here) you were still uploading [...[ and the uploading carried on until 22:32.

Are you seeing any error messages at all?

22:32 was my local time when it stopped uploading because of an IP change. I posted 11 minutes later.

MDWS website: "Site Unavailable..."
DSLStats: I got no error before I restarted it. Now it says : "MyDslWebStats validation check failed".

Are some IP ranges pre-emptively blocked or how did this happen?

The error message you are seeing is definitely generated by the MDWS server... but are you now saying your IP address has changed? If it is now outside the range allocated with the previous address you had been using, then it is quite possible it's already blocked for whatever reason. Can you PM me your current IP address please? There are plenty of sites that will tell you it if you don't know it but don't post it back here please.
