Xbox One Instant On VS Energy Saving and External HDD

I just have some questions about the Xbox One

When Microsoft say updates and downloads download in the background when Instant On is on does that mean any update for any game will download and be ready, so in theory I won't see a message coming up saying your game needs an update when I click on the game because it will already have downloaded? Also main systems updates I take it will donwload in the background but will still require you to turn on the console and reboot it?

And finally, under instant on what does it mean when it says "When xbox is off, turn off storage" does that basically mean any external HDD's stop spinning? And would it effect speed if I had it on or off, whats the difference?

instant on very likely means its not actually off when in that mode but in some kind of low power state, akin to a pc been in sleep mode.

But if they say downloads proceed then I assume downloads do carry on when in that mode also.

I dont own a xbox one so I am making assumptions.
