Sorry but this was actually a server problem.
There is a calendar in MDWS that controls internal transitions between GMT/BST and I had forgotten to update it for this transition and so the server wasn't (simply put) running correctly when looking at user upload times.
Normally failure and okay messages are suppressed for some hours overnight for various reasons (inc due to user clocks not auto adjusting) on clock changes but this didn't happen and several hundred unwanted failure messages went out . The problem was corrected at about 05:55 as luckily I was up and about and spotted it before I watched the F1 GP. The upload resume messages were then sent out when they were automatically enabled again at 07:15.
As usual, there are loads of people (around 80) that need to update their clocks.
Note that the Resume Upload message has never reported the time that uploads resume when you receive them, just that they have done so as the message could be delayed for many hours for various reasons.
Various people seem to get hung up over this and also mail me direct, I am considering turning off this monitoring feature completely as I likely can't tell you why any particular upload failed, plus there are some bugs in there still. Users will just have to do a bit more monitoring themselves and for some, maybe stop obsessing over their stats when there is little or nothing service affecting. The idea of the project was to help people and make it easier for others to assist them but I'm not sure this is working as intended any more.
Currently, for personal reasons, I have no plans to maker any further updates or fixes to MDWS as I just don't have the time or energy and I'm not too well either. Also trying to look after my other half who is recovering from surgery.
