You cannot format the system disk while windows is running.

for other disks, open disk management (control panel -> administrative tools -> computer management ->disk management), right click the disk you want to format, and choose format. It will then allow you to select full or quick. Bear in mind that a full format of a hard disk or a large USB stick will take a VERY long time (hours or even days).

formatting the system disk has to be done either from a live cd or windows setup. In windows setup, proceed through until it asks you whether you want to upgrade or custom install, and choose custom. On the next screen it will show your disks, select the one in question and then click the small 'drive options (advanced)' link in the lower right hand corner of the dialogue. This will give you the format option among others.

Why do you want to do a full format?

Because I haven't done one in a long time and j think you should do it once in a while and it wouldn't take long I only have got a 240GB SSD

No you should not do it once in a while, formatting or defragmenting will burn up write cycles and shorten the life of the SSD

Certainly no need to do that.  I haven't reinstalled Windows 7 since it was released on my main PC, and it's had various SSDs over the years.

a secure wipe if you want to start the ssd fresh, dont full format it.

but a secure wipe will use up one of your erase cycles.

on hdd's I find full format's a good way to look for bad sectors but usually only do it on brand new drives.
