New FTTC install speed question?

Hi,
Had BT Infinity installed earlier this week.
BTw checker was quoting speeds of upto 61Mbps.
We live approx 0.4 km from the cabinet.

So far the line rate hasn't gone above 40Mbps down and 8 Mbps up

I had noticed the the BT Home Hub is reporting line attenuation of 25.4? To me that seems quite high?
Could that be why it's not syncing at near the BTw quoted lspeed?
