one synchronization - curiosity

On october 2012 I've got untypical synchronization because on my street the power was turned off for a moment. My power output for download was low 15.8 dBm instead typical 18.8 dBm and my SNR margin was 0.9 dB. This synchronization was keeped about week. What caused untypically lower power output? Line attenuation was the same as on the other synchronizations.
