Subject: Regional Engineering Appointment Delays - NEW

Earlier today we received notification from BT Openreach that they have declared what they refer to as an MBORC (Matter Beyond Our Reasonable Control) in one area of the country. This has the potential to cause fault resolution delays due to recent bouts of severe weather.

A copy of the notice is as follows:

"Earlier this week the Exeter region of Devon experienced multiple lightning strikes and flooding, resulting in network damage and a major increase in fault intake.

BT Openreach is now declaring MBORC for repair activities, in the following area, with effect from 12:00 hours, on Thursday 3rd October 2013:

Exeter

We have been directing available additional resource into this area in order to bring the position back to normal as quickly as possible.

We will be monitoring the situation and will remove MBORC as soon as service can be restored to levels they were at immediately before this severe weather."

Ha ha ..... not a chance. I've done my time working away, 3yrs on the bounce to be exact, I wouldn't want, nor need, to go down that avenue again.  :no:
We have lots of new engineers on the 'Martini Contracts' .......... so if the situation dictates, they have to go where they are sent.

MBORC is not easily applied, and has to be agreed at the highest levels.

Further to this, the clue is in the acronym  .......... Matters Beyond Our Reasonable Control ........... so I find it a tad harsh to have entitled the thread with, "Yet another difficulty with ...... blah blah". This indicates it's down to tardiness in some part on our behalf ??   

MBORC is there to protect our commercial interests, and we have to act fairly and transparently at all times. The vast majority of MBORC has to be pass through our Legal Risk & Equivalence people, before it can be declared.

Examples of MBORC are ..............

Network attacks (ie criminal damage to network apparatus), Damage from very severe weather eg floods or storm, Plant damage by non-BT contractors, PCP or pole damaged in traffic accident, Gas preventing access to underground cables/joints, Foot & Mouth or other Government restrictions, Failure of ferry services preventing Engineer’s access, Fire in Telephone Exchange, Terrorism,Major Incident – (Rail, Air), Fuel Crisis, Hurricane, Ice, Storm, Heavy snowfall, Lightning.

Surely, most folk can see why MBORC may be declared in any of these situations ?? Or is it just me ???

Moving to network issues and MSOs.

Hopefully Devon & other affected areas in south west have now recovered and affected premises back in operation.
The flash floods caused more damage than just telecom issues :/
