As I understand from you remarks that the engineer gave you a down speed of aprox 30 meg at your I/plate that is your in comming point ( master socket ) new which he should have fitted by BT staff. Do you know the distance from your home to the FTTC  eg Post code location also your line distance from the exchange.
If I have not made it clear please return.

im about 180m from the cab

the engineer took my wires out of the old junction box and just twisted them together 
so people before the box get 60, but after it get 30
