I was aware of the existence of the voluntary interceptors but did not know of any of the background details.

A bit late but there is a good account of the VIs in Nigel West's "GCHQ" The Secret Wireless War 1900-86. One that I heard of had no connection with Amateur Radio but worked for MWT and had an excellent site on rising ground east of Chelmsford.
