Then there's a high resistance joint that the engineer hasn't discovered somewhere between you and the cabinet, which is semi-conducting.  Perhaps next time he will use the TDR equipment he has (Mole, Hawk, Exfo, JDSU) to locate and remedy that line defect.   Is there any audible noise on the line?  When he replaced the dropwire, was it a flat pair / quad?

No audible noise on the line.
He didn't replace the drop wire, only switched me to different (spare) pair between pole and cabinet.

The engineer did use a "Exfo" and pronounced the line as passing the tests. Don't know what tests he did though, I assume the Exfo can do a number of different tests.

PN are now being very good and have offered to send out another engineer, that's without any prompting from me :)
