Figures, and what they mean.......

Just a quick question, could someone give me an idea of how to interpret figures from modems/routers? For instance attenuation, SNR and SNR margin, what should they be, what is acceptable, and what might be causing my download speed of 160 kps. I have Windows XP, Linux, and Windows PE, on two different machines. I have a router with RT firmware and 2 BT Voyager 105 USB modems and have tried every combination possible. I have changed filters, cables etc. I am connected to the test socket, I live in central London, 1100 m from the exchange, I had good speeds until six weeks ago, until I had a line drop for about an hour and since then 160kps. I have spoken to about eighty different people in India and do not know where to turn.
