Small fluctuations in the snr are entirely normal.

Im on a very good connection and very close to the exchange and even my SNR fluctuates.

Depends on a few things.  Traditional fixed rate adsl always required a higher margin.. and the figure was thought to be around 6db.. although some lines could start seeing problems with packet loss once it got below 10dB.

On rate adaptive lines the netgear has been reported on many occasions to hold on to the line right down to 0dB and below. 
If the line is interleaved then that will be correcting some of the (FEC) errors meaning that packet loss isnt quite so noticeable until conditions get worse.

ahhh i see thank you :) just on a fixed 512k line at mo and next thursday switching to karoo broadband package 3 8meg

Mine did ;D I occasionally saw the SNR at 2147483647 (reported equivalent of -1) and was still able to surf (albeit quite slowly). The errors were racking up at some speed though!
