I had an error message that the Temp file was either inaccessible or full, as per the thread title, and that can cause operational problems. Can someone confirm that I can safely delete the file? Please.

Temp files can normally be safely deleted.
If the Net framework 4 did not install correctly, it can be downloaded from here.
