My ADSL2+ is appear very low SNR 0.6db for five hours but still stable connection but can I ask my isp to rise SNR to 3.0db ? BT Speedtester show IP Profile 14000K with throughput speed of 13200K

What you are showing us is a snapshot of your then current SNRM, which was, as we see, 0.6 dB. Does the five hour period, to which you refer, relate to the hours of darkness? If so, does your SNRM rise during the daylight hours?
At present, I would advise that you do nothing . . . until we've all gone thought a question and answer session. As other Kitz regulars wake up and log on, there are bound to be other questions coming your way. ;)

I had reboot router as it now showing 3.1db SNR on downstream and sync of 18467K and BT Speedtester now had risen to 16000K IP Profile Rate and throughput of 15477K

You seem to be doing exceptionally well for your level of attenuation. There seems to be a fairly large variation in noise margin from time to time, but that isn't particualrly unusual. If the connection is stable, I would say that there's nothing to be done, but you might like to monitor the noise margin using Routerstats (http://www.vwlowen.co.uk/internet/files.htm) to see if there's anything odd happening.

Is that true that my isp told me that BTW are roll out all exchanges on ADSL2+ 21CN to get instant ip profile rate (up and down) straight away without have to wait for 3-5 days for the profile to rise. The new IP Profile will be on the new bras quantization MSANs by October (next month) as there is 40% exchanges already on it. The new profile rate will be 88.2% closer to the sync rate.
How can I tell if I am on it ?

How to move into new IP profile system or will BT automatically put me on the new IP profile system itself when it available at my exchange ? My isp told me it will be available in october, next month. How can I tell if I am on the new IP profile system or not ?

As far as I know, it happens automatically. I guess you'll know when you do a router resync and get an 88.2% profile, but in truth you're not far off that at the moment.

Does 88.2% work out like ip profile change from 16000K to 16287K for the line sync of 18467K, am I correct here ?

Either way, you are likely to be on 80-85% of synch rate, so the increase to 88% is extremely negligible. You will NOT notice any physical difference.
