Hi all,
Would anyone know or hazard a guess how a non broadband enabled rural exchange (about 250 homes) might be connected to the rest of the world for voice data etc? Could this same connection be used if the exchange was enabled to ADSL2+ or would it have to be physically upgraded? If it could be used, what kind of speeds would it be capable of?

Or as I suspect, is a large part of the cost for enabling a rural exchange the laying of new cables (fibre)?

It's almost impossible to say as there are so many different combinations possible.
Suffice it to say that you need some form of backhaul which is then connected to the broadband exchange equipment called a DSLAM or MSAN. There's more description here

Once that equipment is working you will obtain local speeds just as you would in a large exchange.
