Title: Control Panel will not open up
Post by: Belz on October 18, 2010, 09:03:39 PM
When I try and open up Control Panel, an error message comes up asking if I want to report the error, then my desktop icons all disappear for a moment and then they all come back, but I cannot access the CP.

I have recently downloaded Nvidia update and also put Quick Time on and then took it off.

I have swept for any virus or malware and nothing was found.

Any ideas how I should deal with this?

I can still get the various icons in CP by clicking run and typing in various CPL file names.

My OS is XP Pro with no service packs added.

Thanks in advance for any help you can give me.

The first thing to try would be a system restore to a point prior to the installing of the Nvidia update.

If that does not work, try this............after setting a new restore point..

1-Click on Start button
2-Click on Run Type regedit
3-Open key HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer and Delete NoControlPanel and NoRestriction.
4-Reboot

Thanks for your reply.  That Rebistry entry you mention "no control panel................." is really and truly not there.

I am reluctant to go back to another point because having tried before, I ended up reloading windows afresh which has caused too many problems.

Thanks anyway.

Thanks for your reply.  That Rebistry entry you mention "no control panel................." is really and truly not there.

Nor mine.

Try this:

Create a new folder on your Desktop and name it Tempcpl.
Open Windows file search (ensure you have enabled a search for hidden system files and folders).
Search on your C drive for
*.cpl

A window will open displaying all .cpl files.
Move all the files that are listed in the Windows\system32 folder to the Tempcpl folder previously created.
Now see if Control Panel will open.

If it does, XP should have recreate the removed files.
Note, XP will not create those cpl files created by software such as Java, so move those missing ones required back into the the system 32 folder and check that Control Panel still opens. If not, then those files moved may be corrupt.

If all is now functioning as it should, delete the Tempcpl folder.
