Can someone clarify what is meant by download.
Is it the stuff that we deliberately download to our pc's.
Or is it everything that might be downloaded? If so, what might be included?

Hello, anon-private, and welcome. :)
I have split your question from the other thread where you had posted, as this is in fact a different question and topic from that.
I have also given it another title to avoid confusion.
Download is, as you surmise, all that you invite on to your PC whilst connected to the internet, and will include such as emails, security prog. updates, and the cache of web pages accrued during normal browsing..........all fairly light usage stuff.
Heavier download usage will include any file sharing, P2P stuff, video streaming, on-line gaming etc etc.

PS. When you say 'invite', I think that you mean inmformation that is not blocked. For example, I don't invite adverts, and some pages that appear from nowhere.

Some ISP's also count upload as download.
In other words all traffic is download and come off cap limits.
I hate caps and can't see the point of them for the end user, here we have BT bringing an even faster service online with a 40Gig cap.
I think I read if you got the full speed you could use 40Gig in two hours.
What is the point?

There is a finite amount of bandwidth .
The choice is rather simple at this time .Its Caps or snail pace downloads . Only so much bandwidth available .
A bit like water pressure ,if you turn on all the taps in the house at once then the pressure is lower at each tap .Imagine every household in your district doing that at the same time .it would take a day to fill your bath.

SPAM and AD's although not invited are included as downloads.
To surmise it:
A download is anything fetched from the internet and placed in either a temporary file or filed state on your local Network.

I do know all that but the point is how are we going to have a world status internet infastructure if the faster we go the less time you have to use it?
From the ISP's view it is all about costs and profit but from the end users view it is about an internet service that is going downhill fast.
What we need is a publicly owned (BT Openreach) and funded from taxes internet network providing cheap or free bandwidth or we will never be anywhere near the top in the world for internet speeds and most likely nearer the bottom.
