DEFINITELY ONLY for the Access product (over IPstream?).
This was questioned in the Be Forums and a senior member of staff confirmed that.
Any O2 users on the LLU (i.e. Be) network are unaffected.

I guess it's something to do with BT, either capacity limitations or charging or both.
