I think I found a great tool that helps you find out if your PC can run programs. Enjoy  :)

3DMark is a benchmarking tool, which measures the performance of your 3D DirectX graphics card. Vantage is the newest version, and only runs on Windows Vista and requires a very recent and powerful graphics card.

It isn't a tool to tell you if your PC can run programs, as you say.
