Hi. Our family has been with our ISP for years and they are sending out an engineer. We have a high sync rate of 63. My question is, can the ISP or Open Reach nobble the syncs to, say, 40? So you're forced to take the 36 package or can this never be touched?

Openreach DLM can restrict a VDSL line to less than 40, even if you pay for a higher service, but this usually means there is a fault.
What’s your minimum threshold sync and why is your isp sending out an engineer?

The ISP can't ... but as Meritez has already mentioned, Openreach only do so if the DLM has detected periods of instability with the line. You can sometimes see if this is the case by looking at some of the lines stats such as the max attainable and the SNRM. It's not in their interest anyhow to restrict a line when it could be on a higher priced package.
