Hi,
I just want to what kind of settings i need to use for proxy? Should i turn on auto detect settings or not?
Automatically detect settings was on before i think by default.
What are the pros and cons of using these built in widows 10 settings.

I believe Auto Detect is for when you only have Internet access via a proxy. If you have a normal gateway, auto detect will always use that.
I have no idea how it works, never known anyone use it.

Unless you know, for definite, that your Internet access is via a proxy server then leave all of those configuration options set to off.

from local ISP. I dont know it is via proxy server but is there any security risks with these options on or off

If you are just connecting to your ISP, you are not connecting via a proxy server. leave the settings set to off.

An example of a proxy server would be on a company intranet where the firewall blocked all direct web access. The proxy server would then manage all the web traffic.

Your employer isn't very keen on you spending all your time on Facebook when you should be working so they only allow you to connect to the internet via a proxy server that has been configured to block Facebook. For facebook read a multitude of forbidden sites.
