My exchange is on Red >:(, just like most of the others.

Just found out that RWIN was set as 0 (Zero, nothing, nada, nought, nil). This may have had an impact.
Reset it to 57520 and Speedtest now shows 1,661.
Men are busy replacing BT poles in our road today, might get a new drop line ::)

Not good how are things now?
Theres far too many exchanges on red atm - you could try doing a btw speedtest to check if it is exchange congestion.
Use the BTw Speedtest (http://www.kitz.co.uk/adsl/btwspeedtest.htm) rather than the BTw Performance tester (http://www.kitz.co.uk/adsl/btwperformancetest.htm).

Usually is a leetle slow around this time, otherwise around 1850 1900 as before. Exchange going green on Saturday, so they claim.
I see that Plusnet will soon be BT, I'm not sure that I can see a downside with this, unless they put the price up.
