Title: Packet loss ?

I read something at

which said that "packet loss should be below 1%".

Sanity check for me. Packet loss should be zero, no? unless the link is overloaded, surely is that not the case?

If the link is being run flat out then isn’t packet loss a natural part of TCP and is required to regulate speed and discover the limits of the path? But when TCP finds the right rate it hopefully will stabilise at a rate the link can cope with, although I have seen examples where there is a kind of sawtooth boom and bust unstable traffic rate pattern. But that has absolutely nothing to do with your link or ISP, it’s all about the details of the TCP code in the machines at the two ends.

Have I got this right?

What you have written appears to be correct, to me, yes. Though I haven't yet read the link you provided.
