Title: What is high retransmission

Reported that my upload speeds have dropped from 19 to 14 meg, altho i dont use upload very much i still reported it because its a reduction in what i was getting.

I was told the following ( We are seeing high retransmission on the downstream and also some crosstalk is being detected on the circuit. )

Could this be caused by network congestion ?

Ive checked my download speeds and they seam fine...

No.   Congestion doesn't cause physical symptoms that will cause high re-tx or crosstalk.   Crosstalk affects sync speed. Most FTTC lines experience crosstalk to some extent.
Congestion affects throughput and possibly latency - the latter depending if the ISP uses traffic management or not.
