Spoke to Paddy Power who said ISP might be running ip from another country.......

Apparently my IP address is 146.198.31.35
and is in uk (Leicester I believe), which last time I checked was allowed to gamble!

Saying all looks ok their end, could be bad weather causing IP issues..........

Advised me to try again over when weather improves over weekend and see if it work
