Looks like the offer's not available in the high cost "Market 1" areas, or maybe Zen are only competitive on LLU or something.  Either way if I bung in my details not only does the special offer disappear but the normal price goes off the scale (making A&A look cheap!).

Seems ok here for a market 3 exchange.  Theres no Zen LLU here. If I put my details in and get:

Quote
6 Months
FREE
£16/month thereafter

How much does it say for you?

No free offer, no unlimited.   £13.80/month for 50GB, £25.80 for 200GB, £42.50 for 500GB.  Plus line rental of course.

I wonder if it's 20CN they don't like.  I just checked with a number near where we used to live.  Exchange is Udny, also Market 1 price band E, but with 21CN.  Zen pricing is the same as yours, free for 6 months then £16/m, for unlimited.

Ooops sorry, forgot to get back on this earlier

The person I mentioned it to,  thought it was supposed to be across all exchanges.  He said if there was any problems contact sales.
