Title: Now I have much better connection - puzzle

I've had 18044 kbps synchronization rate.
Suddenly today I got 4951 kbps and very low power output.

I did router's reboot and I got:

I sent e-mail to my ISP and they restored my profile and I got:

What was cause of these anomalies? How is it possible I have suddenly about 3 Mbps higher synchronization rate? How is it possible attenuation was lowered when power output was raised?

Today I have again worse connection. During a hour I had not Internet connection. I think engineers was doing work on Central Office.

My power output and attenuation was slightly lower. It implicates line conditions are better however my synchronization rate is also lower.
