Title: 500 metres from BT exchange, 3km from unbundled, can ISP pick ?

Hi

In a situation where a BT exchange is 500 yards away with no unbundling or ISP equipment, and where another exchange is 3km away and is unbundled and has the ISPs equipment, can the ISP redirect the line to their unbundled exchange in order to offer free line rental, or is the exchange for a house fixed and decided by BT ?

Its decided by BT Im afraid.
Even on unbundled exchanges.. the copper pair from exchange to home is still BT

I'm afraid that you're hard wired to the exchange. Only BT can change it, and they wouldn't do it unless you give them lots of money.
