I read about this somewhere , some users being refused having their NTE shifted and/or Data Extension Kits Installed when the engineer comes to activate their FTTC product - seems there was confusion and its down to the ISP to 'enable' it on the FTTC order (which they have been failing to do)
so anyone signing up with FTTC and wanting any of the above work done be sure to tell your ISP you want it done and to enable it on the order...
